Default Repainting a chin spoiler. Need help.(pic)

As you can see it needs some serious repainting. How should i go about doing this? I don't think i could touch it up because there would be a major difference in tone.

Yea I don't think touching that up would look too good, especially for the long run.

Is that just rattle-can paint? A good clear coat would prevent any of that from ever happening. You won't be able to spot-paint that either, flat colors are simply impossible to match. Ever.

remove it, sand it down and repaint. I wouldn't recommend clearcoat, as it will just get chipped again. Use several layers of flat black.

I painted my chin spoiler with GLOSS black auto spray paint from Advanced Auto.

Uh. What are you talking about? Clear is 598484534 times stronger than a simple base coat. Are we talking about regular booth painting or just rattle-can stuff? If you sand it down and spray an adhesion promoter like Bulldog on there first, you might be able to get a good/strong rattle-can base to stick, but your primary problem will be adhesion to the plastic (which is why it's so easy for it to just chip/flake off. A clear coat will resist rock chips. Your logic doesn't make any sense "..as it will just get chipped again" since clear doesn't chip/flake in the first place. Besides, if a clear gets a rock chip, you can't see it. If your base chips, it reveals the plastic beneath.

Car is almost 3 years old, just got chipped because of ****ty roads. and if i gloss i wont have the flat black look?

LA has the worst roads! Pot hole city. I have had to remove my spoiler 2 times in 3 years to repaint it. I have a buddy with a paint shop that sands it down and repaints it for a six pack of Bud Light. Its a simple enough paint job that almost any paint shop could capably do it for under $150.
