I had the same issue with a s/c truck. Go to Danbury, TX (like I did) or another small town within the 8 counties that adjoin Harris County that are forced to abide by the the non-attainment regulations. The right inspection location will "help out". Ask around with other modders and they can point you to the right location. When you get out of Harris County and the Houston area, most inspectors can be reasonable.

There are several places in houston too thatll "help out" lol

You tune does NOT have the rear sensors on. All those would not be 'not ready' if they were on. Been there with those exact 4 not readys, due to rear sensors turned off.
Datalog the o2 sensor signals, and you wont get anything from the rear sensors if they are not on.

If your car is registered in one of the emissions counties, you can't legally get inspected in a non-emissions county.

That is correct. If your is registered in an emissions county, you must pass the sniff test and OBD plug in. You cannot take it to a non emissions county because your DMV sticker will tell the inspector that you are from an emissions county. The only way around this is to register you car in a non emissions county.
