IF I used my friends tuner can he turn off my 02s without ruining his custom tunes? I'm tired of my stupid CEL being on.

 

No, the only way to use his tuner on your car is to put his car back to stock first. Of course then once you load it to your car with tunes for your car, it won't be any good for his car.

In short, a tuner can only be used on one car at a time.

yeah, what's the deal. You obviously have a tuner. Turning off the o2's has to be done in the tune.
