Its been in a few accidents over the years. Ironically, none of the times I was driving it. But I would think those repairs would have shown signs before now, years later.

For a quick fix while I do more research, would some 3m double-sided tape above the hole be enough to prevent water from going in?

As you can see, the male end that goes into the retainer is about to come off. It must have happened the first time this was removed as I did't do it during these pictures. Would it it work to just remove the retainer all together and cover the hole? I know that sounds very "billy-bob" fixing, but I am not looking to spend a lot; just prevent the water from getting in the cabin and causing any issues elsewhere.

The other retainer clips didn't look like they were sealed. Just not quite as dirty. The pictures show a good comparison. Is it really just this one retainer clip?

Is there a way to seal it again or does it need to be replaced?

You can try to fix it anyway you want. But you are gambling with electrical problems down the road. If you don't already have them now.
But here is the video and where you can get the retainers cheap.

That is a great video. Thank you.

Can you use a blow dryer instead of a heat gun?

And would adding silicon be really needed? I feel like you could mess up your seal by playing with it.

I think it was overkill to use silicone on all the grommets. And I wouldn't use it for the seam he was trying to seal. Use 3m seam sealer.
I don't know if a hair dryer will do the job. The heat gun he was using is 20 bucks or less on fleabay all day long.

I think harbor freight has one on sale for $8 all the time. But it is a 20 minute drive.

Just trying to make I don't buy a "tool" twice. If the hairdryer will do it, there is not no need to spend the money; even if it is 8-20 bucks.

Thanks for the help.

Got the heat gun from Harbor Frieght - $8.
Got the clips from the link above, they were the cheapest I could find.

Everything is in so I will do this repair and hope it fixes the cabin leak.

Stand by.
