There are no adjustable regulators for 99-04 stangs. They use a returnless system.

The regulators for the 96-98 4.6L are avaliable.

Here is one that i found in oh about 30 seconds

I am pretty sure there is no difference between the 96-97-98 so that should work for you.
it says 96-97 4.6 2v well 98 is no different seeing it too is a 4.6 romeo just like the 96-97.

Also you do NOT want "big cams" on a stock shortblock 2v car.

My bad.

But see I know something you haven't thought of. In later 98 cars ford begaun to ship them with the 99-05 style returnless fuel systems. So most manufactures do not support a"98" 2v because it comes down to what time of the year it was made. Look up a fuel pump for your car

But by the way here is one that reads "and I quote"

94-97 Ford 5.0 & 96-98 4.6 Liter
http://www.aeromotiveinc.com/pdetail.php?prod=14

Oh and the BBK-1707 works too.

Just ask the companies that made them.
