ummm, are you sure the pulley is "sticking"?

that looks like the a/c compressor to me lol(kinda a bad angle). It is normal for it to kick on and off as the compressor needs it to.

Did you have your a/c on? If you did, the belt should keep moving but the clutch will kick out and the compressor will stop/start as needed

No this is the serpintine belt, not the timing belt... All the serpintine belt does is power you accessories, alternator, smog pump, A/C, Etc... Is that the A/C compressor? I can't tell in the picture? If it is, it has a clutch system, it will turn on and off, it's the compressor cycling... I doubt the pulley is stopping and starting, you have to think, it's spinning fast at all times, so if the pulley did stop it would probably break the belt or throw it off instantly... Good luck either way...

Possibly a bad clutch in your AC Compressor.. The thing is, in the newer AC Units, they have a RPM Safety on them, that shuts the compressor off above a certain RPM, since AC Compressors aren't designed to be spun that fast....

Do you run your AC Regularly??

And is it just me, or do the nasty grooves around the 3 studs coming out look really bad, like the pulley has gone through hell??
