Chat problem

I know this is probably the wrong forum for this, but everytime i go to Live Chat there is just a red "x". Anyone know what the problem might be?

from where can i download it? i tried www.java.com, but was pretty much lost. It be great if you can provide a link. (yes i know, i'm hopeless)
