I don't know what a power tube is... but what size is the pulley? If its smaller than stock, then yea... its pretty believeable. It doesn't take very much at all to get the terminators above 400 rwhp.
A bone stock Cobra dynos about 380-390ish to the wheels. They were severely underrated from Ford. If he has a pulley swap and small stuff, he could be well over 400 rwhp.
i was gonna say....if hes only gettin 380, he might wanna get a tune up or stuff looked at....especially with a few mods, my friends cobra is close to 415-420
'03's are stock 390 at the flywheel and the journals all report the same thing that Ford conservatively rated the '03-'04 Cobras. Their best guess is it really puts out 425 at the flywheel! A little bit of mods goes a very long way with the blown Cobras. I think a CAI alone will add almost 35 HP on the Cobra. Not to mention a larger throttle body, etc., etc. Lot of engine there with 32 valves and a blower.

Depending on the size of the pulley, then yes... I would say it could use a good tune. If its a CAI and pulley combo, 410-430 is the range it could be in and still be safe. Mine has that plus the Steeda catback and put down 463 rwhp.
