Default Help EGR

Hello guys i am in need of some help i have the check engine light on and the code is p0401 that means the EGR is reading insufficient flow. I have checked the EGR valvle for leaks cleand it out and then i replaced the vaccum regulator and im have erased the codes each time and i am sill getting it does anyone know what is up?? i beleive my EGR prot might be clogged with carbon the engine has alot of miles on it.
