you can do it with either, and I hear 15* is ok usually but I'd do 14

On a '98 you can adjust it to 14...MAYBE 15 and still be safe. The compression ratio is 9.0:1 so it isnt far off what the 2001+ GT's run which is 9.4:1

With a steeda timing adjuster, steeda says you can run safely 4-6 degrees advanced on a 96-98 (non-PI) 4.6. I'm running 93 octane with my timing advanced to 16 degrees problem free. Of course I started at about 13 degrees and slowly worked my way up to 16 listening and driving it between every change. I stopped at 16 because that's the max recommended, it didn't start pinging or anything like that, but I'm sure it will start if you exceed 16....

yea I suppose thats right since the non-pi's had lower compression
