Default acceleration problem.

whenever im driving and have cruise control on, and i go to step on the brake and the rpms shoot up about half a grand. but my speed stays the same, my car is automatic, what do yall think it might be? maybe my throttle body is sticking? converter problem?

its a 2000 gt auto
