96-98 HyperTech Power Programmer
I have a power programmer from a totaled Mustang and I'm trying to figure out if it is vin locked. Is there any way to tell w/o plugging it into the Mustang?
I hooked it up to my Neon and it loads up, displays info/ version then it says "power programmer has programmed" "turn key to run position then hit Y." Not sure if this means anything.
I'm trying to sell this on E-Bay, if anyone in orange county CA wants to check it out and see if it is locked then buy it I'll end the auction early.

They marry themselves to the vehicles they're used on. Some programmers unlock when you return to a stock tune. I'm not sure about Hypertechs, but I've heard they need to be sent in to be unlocked and it's expensive - could be wrong
Edit: all I know about is the newer max energy type - so the old ones I can't say..
