Dual cobra pump swap

Default Dual cobra pump swap

I swapped in my dual cobra pumps with the homemade baffle and its almost like my baffle was too small or too close to the center because when I put the pumps in it wouldnt go down all the way (like half inch to an inch off the fuel tank). I was able to push it down and screw it on and I wanted to see if the pumps would still function so I put some gas in the tank and plugged in the harness and cranked it over to see if fuel came out but nothing did. My question is, with no pressure in the lines (the line to the hat was still unhooked), would the fuel pumps still spit fuel out of the hat?
