I would skip the CAI. The stock piece is not restrictive.
You should consider your ultimate goals for the car and go from there.
Unless you plan on simply having a 260rwhp daily driver you should skip the bolt ons and save up for bigger things.
Some pretty simple things to start with are appearance things, such as wheels and so on, and comfort/drive-ability mods.

Don't skip the CAI. It doesn't do much, but it does add a lot to the look of your underhood. Just get the cheapo one from AM, that's what I did. It really cleaned up my engine bay.
I'd recommend upgrading your lower control arms, I havn't done it myself yet but it's usually the first recommendation you hear from Mustang owners. I'd also invest in some springs, shocks/struts and new wheels. Cheap bolt ons won't get much out of the stock engine, and I've been told the underdrive pulleys are a waste of money too. I can't speak from experience though, this is just what I'm planning on doing.

TB/plenum combo, o/r x or h pipe, gears, tuner, get a cai if you feel like spending the money (or a K&N for the stock housing if you don't), lca's and subframe connectors. That stuff will give you a good start.
