Also, here are the steps to use compatibility mode from Windows 7:
1. Navigate to C:\TSO\
2. Click the "tsobrowser.exe" file
3. Right-click and select "Troubleshoot compatibility"
4. Select "Troubleshoot program"
5. Check the box for "The program worked in an earlier version..."
6. Click Next
7. Select "Windows XP (Service Pack 2)"
8. Click Next
9. Click Finish

*Note: I checked no to both the option to install adobe reader and adobe swf reader and the application worked fine for me.

Guess I will just have to cherry it a bit, sell it and get a 2003 (probably a GT as I cannot begin to afford the Cobra even years after my divorce. A divorce that forced me to sell my 1999 Cobra with a Kenny Brown Stage II suspension, 40 series P Zero Neros, Diamond Hex and Alpine and Rockford Fosgate sound system and so much more)
