Default Seat Belt Issues

So my wife has been complaining that the passenger side seat belt locks up and pulls on her over just about any bump. I know they are supposed to lock up and pull back in an accident, but this happened to her today about 5 times on a half hour drive. I live in NYC and you can guess how the roads are. It's getting so she doesn't want to get in because the seat belt actually hurts her. I've searched a lot and found fixes for the seat belt not retracting and for it being locked and not being able to be used, but nothing for this. Any help you can provide is appreciated, her being happy makes the drive more enjoyable. Thanks!

Some would say that it is not recommanded to buy used seat belts (safety concerns )

I have replaced my driver side seat belts because it was doing the same sh*t than yours and it fixed the problem
