Default Tools for porting

For like porting small things and touching things up would a rotary tool, dremel, or die grinder work. I want to buy a 75mm tb and port my plenum to match it to save a little money. My dad has a low powered dremel and i didn't think it would be strong enough to do the job. Some one want to point me in the right direction.
