reducer for h-pipe??

Default reducer for h-pipe??

What did a guy mean when he told me I might need a reducer for the h-pipe that Imaybuy from him?
Is that for noise levels or...?

I may be wrong but I think a reducer is so different sized pipes can match up, i.e. a 3" to a 2.5".
