"Popping the CEL bulb out" is a bs way of fixing the emissions issue, even if he did go back and use his tuner to delete the codes.
If this is how he handles his car repair no telling what else he did or didn't do for this car. You are just going to run into headache after headache later on. Get something else that you can do the work on later so you always know exactly whats going on with your vehicle. Tough to say no on what seems to be a good deal, but trust me....let this one go.

You can't just erase the codes and take it immediately to be smog checked. The computer will show "not ready" and they'll make you come back. If the problem still exists, the light will come back on. Save your money. You can find a 99+ GT for a couple grand more from a less shady person.
All those mods together would not cost you more than $1,000, if you look around all of autotrader, $5,400 for a stock GT with 85,000 miles for a 94-96 is not that amazing. There are so many other deals in the same range, if you have a job, save up for another 2-3 months and make your price range from $7,000-9,000 which brings you to a low mileage 96-98 with possible mods. Remember, mods don't make a car worth much more in sales, expect about 15% of the cost of mods back, so therefore, you should only be paying $150 more for his car with his mods. He's not making that much power, please, take our advice, if a guy is pulling out the CEL bulb just to pass the inspection, he obviously doesn't take much care of his car. Give me your zip code and I'll show you there are better deals out there.
that still seems a little high, and i agree that is a little bit shady. if i were you i would get a 94-95 5.0 instead of the 96-98. i picked my 1996 up in perfect condition with a $1500 - $2000 system professionally installed already in it, with somewhere around 80k miles on it for $5500
