Ported Heads and Cam
It all boils down to what you can afford right now. Sure, no one is disputing the fact that LT's give the best gains. But if you get them you will have to get a new midpipe, or at the very least, have a muffler shop cut and reweld your existing one. Both of those options will cost you $$$ anyway. Plus, you will have the dipleasure of either trying to install them yourself (not an easy task) or again, spending more $$$ to have a shop do it for you.
Regular aftermaket shorties will offer little to no gain over the stock manifolds, but EQUAL-LENGTH shorties flow much better than both stock, and regular shorties, and will offer some gains over them both. Of course, the gains between equal-length shorties and LT's will be in different areas (please feel free to pipe in here anyone)... if I remember correctly, the LT's gain more in the low range areas and the equal-length shorties gain more in the high range areas. If I remembered incorrectly then it is the other way around. At any rate, it has something to do with the length of the individual tubes before they meet at the collector.
All-in-all it should be about whatever your long-term goals are for the car. If you plan on staying N/A or going with an S/C then go with the LT's. If you plan on going with a turbo then go with the shorties.

what kind of heads and cams and his he going to degree the cams if needed to isure there are no PTV issues? What is the total price he's charging? Also don't forget you'll need other things like head gaskets, header gaskets and a tune.
Not sure on the type of heads or cam. He said he will make sure everything is perfect. I dont think i have a problem trusting him. He gave me to much info about him (ex. where he lives) plus my buddy knows him. I think he mentioned about $1500 for both. I am not positive on that. Does that sound pricy?

i say long tubes though. they are worth it.
Lts will outperform both the stock manifolds and shorties at every single point in the RPM band. If your loosing power (HP or TQ) at any point after a LT instal you need to get a tune... if you got a tune you need to slap your tuner.
To the OP... I would be wary, sounds like a fishy deal. Your going to need alot more information... what brand of heads/cams, whats all done to them, what valvesprings, and proof they are acutally ported heads, not just the stock ones he took off his car. Your also going to need a retune after all this, so your going to have to book some dyno time.
