Electrical Issues
not sure if this is the right place for this, if not please move!
i just bought my 1999 gt about 2 weeks ago. with the driving i've done, i've noticed some problems!
1. the windshield wipers tend to turn on by themselves while driving. no rain, dry weather, but they feel the need to turns themselves on!
2. when i bought it the guy said the fog lights were just burnt out, but he didn't replace the bulbs b/c it didn't make a difference to him. i prefer the more agressive look at night with all lights on! so i bought the bulbs. when i went to replace the drivers side fog light bulb, everything was ok. when i went to replace the passenger side bulb, i saw that the bulb shattered in the fog light casing. it had obviously been like this for awhile since a rust color began to form within the cover. anyway, i finished putting them in and turned them on...both are very dim. drivers side was more dim than the other. next time i had them on, no difference with the pass side, but the drivers side was barely noticeable. the 3rd time, no difference with the pass side, drivers side bulb is not glowing at all.
is there any chance these are related to one another?
does anyone have any suggestions?
would a HID kit solve this? i've been toying with the idea of getting one..
thanks in advance!

I wouldn't install a HID kit untill you solve the problem first. Check your grounds under the dash and off of the battery. Make sure no power wire is corroded or bare wire exposed. Yes electrical problems are a pain, but you must follow thewires with a volt meter for accurate results.
The foglights are wired up through the dash switch that runs into your headlight switch. Just ran through a series of relays. I would check the power output from one to another if you know how to. But start at the connectors first to see if water got up in there. The wipers could have a short inside the column unit?
