whats the best and cheapest intake out there?

Ebay intakes there like 40$ and make the same power and look just like any of the name brands

Cheapest will be the stock PI intake, but the best one still in production is probably the Trick Flow track heat.

I agree Trick Flow I bought one but I returned it cuz I want to go with the whipple supercharger, so I wont need the intake. Sumitt Racing told me that after your rpm's drop off like after 5300 rpm's the Trick Flow will give you more power cuz it has much better airflow.

you are looking for a cold air intake. i have k&n i like it but its not the cheapest.

Sorry, I thought you were talking about the manifold. Anyways, JLT, K+N, tons of other companies make cold air intakes for our cars. Its just up to personal preference. If I were you, I would just remove the airbox silencer and put a K+N drop in filter and keep your stock intake tube.
