Pass Emissions on Hi-Flows?

I live in King Co. WA and want to pass emissions with a new exhaust. Here they actually put the sensor in the pipe to test the car. Will hi-flow cats and an x or h pipe pass or is there more to it than that?

it should. when i only had gears and exhaust done, they still put the sniffer in the exhaust and i passed with a magnaflow X. now they don't even do that here
