I really HOPE you can move 60 INCHES in 2.3 seconds.

EDIT - Sorry, I tried to make a long post and then all of the sudden it crashed on me, so I'll just put it into an edit. The short version of the story would be if you don't mind sacrificing cornering perfomance, then do 70/30 or 90/10 shocks, 4 cyl fox springs up front, some kind of LCA, and a double adjustable upper to set your pinion angle. DR's are also a great asset, but even on street tires all you really need is more seat time. A bone stock GT on 245/45 rubber should be able to tick off 2.0x or 1.9x short times.

If you dont want to change your stock ride height then swap out your springs for 99-04 convertable springs and get some adjustable shocks for the rear. If your gonna get just regular lower control arms then get the sheapest you can find that are good quality. The will all do the same (not much). Don't worry about the uppers just leave them stock you will have no need to adjust your pinion angle.
If you absolutly must stay on a stock style non D/R tire, do control arms, subframe connectors, fox 4cyl front springs, some sort of rear spring thats specific for racing (or stock) and adjustable shocks/struts all around.
However, IMO on a stock power output car just going to something like a nitto d/r will help out a LOT, and be much cheaper than all this other stuff, even if you have to swap em out fairly often. Unless your driving like 20k+ a year, the nittos should suit you fine.
When my car was at stock/bolton only power levels, I was able to launch pretty hard on a completely stock suspension and 275 nittos. It wasn't going to hang the front end, but it was pretty stout for a stock suspension car. No matter what you do suspnesion wise, your just not going to turn over great 60' times with stock DOT tires (not to say you can't hit the 2.0s though).
