Option #4. You already have the chin spoiler to sharpen the bumper up so cowl ftw.

Bumper would be cheaper if you went with aftermarket instead of OEM, but i vote for a nicel cowl hood.

That hood also looks pretty badass, but IMO it goes best with the Cobra R bumper...or at least a 99/01 Cobra bumper with a spoiler.
