It's an okay deal. Maybe.

The T-trim and the S-trim are exactly the same price from vortech, and you can easily find a $1500 or cheaper S-trim and have it upgraded and rebuilt to T-trim specs for about 1000 bucks, which even including shipping, is less than what this guy is asking for.

I'd try and talk him down a bit because that seems a bit high to me.

Do you think he could find a whole kit for 1500?

You could easily build a kit for around that price too. You just have to find a head unit for a good price. Look in the Boost section of this forum your find the discussion I am referencing.

Yes 3200 is high you should be able to find a good used kit for much less.

The only problem with trying to piece one together is that a head unit can be hard to find sometimes. I've talked to several people on here that have had problems finding one. If you can catch Ebay at the right time you will get lucky sometimes.
