Clean your Throttle body, MAF sensor and IAC. Should clear it right up.

If fuel filter isn't the problem, which it probably is...check your TPS (Throttle Position Sensor) located on your throttle body. Mine went bad around then, replaced and problem solved. Good luck!

Just from personal experience I'm going to say that Ford's Idle Air Control Valves suck. I've had one go out in both Mustangs I've owned.

Does the problem happen when the car is cold?
Once the car is warmed up does the problem go away?
When you shift, do you rpm's fall really quick?

If you answered NO, NO, and NO, then the IAC is probably good. Couldn't hurt to clean it though. I mean if you're pulling things apart, you might as well lol!
