On my 04 I need the 02 sensor extentions with a set of MIL eliminators. The plugs will not reach with the MIL's alone.

Yes. To make it more clear for you, to take care of the rear o2 sensor check engine light you can either:

buy MIL eliminators
make MIL eliminators
Buy a tuner

In addition to this it you need extensions as well (even though I didn't need them for an O/R H pipe prochamber it sounds like X pipes do?)

I would get an H pipe lol it will give a deeper sound instead of rhaspy like the x-pipe will give. It will sound good reguardless but for a meaner sound i recomend the H.

What are these MILs gonna run you? I understand the cash situation, but a tuner is about $350. I'd seriously think about not doing the MILs right now and just saving for a tuner. You are not hurting anything by not putting the MILs on. I dont see any harm in running it hooked up with just the extensions and living with the CEL until you have money for a tuner. I've heard many many people say that the MIL's sometimes end up failing anyways...plus a tuner can do so much more that turn those sensors off..you can actually gain some decent HP with one.
