Then it's a wheel/tire runout, out-of-round, and/or balance issue...

so that would mean all four are? cuz they were rotated, so your saying i need to find one of those fancy balancers that they were talking about

I would assume so, since your mechanic seems to feel the suspension and steering components, and alignment, are all fine.
