looks very clean, good list of mods. 5lbs isnt much boost to push either. I would question him on who did the work on the blower, the fuel system, and the shop where it got dyno tuned. If it wasn't tuned on a dyno then I would look elsewhere or talk him down so that you could go get it on there. Also if you were to buy it, I would look into getting an intercooler for it soon after.
As for asking price some of the guys on here can give you a figure to offer him, im not very good at that lol

running non-intercooled, 10 would probably be the most you would want to go, but I would leave it at 5.
Intercooler, I run 13 lbs according to my dyno sheet. The rule you'll hear most is to not exceed 400-450 rwhp

I probably wouldn't offer any more than book value(8200 apparently). That's a better deal than he will get from a dealer. They won't offer him squat for his supercharger. That being said, if the car is as good as it looks, ask yourself,"is this the car for me" and "at what price am I comfortable?"
Are you willing to walk away at $9500 or even $8500. If the car is in stellar condition, the extra $300 or even $1800 might be worth it. Doesn't take many small fixes to spend that much.
