Default Parasitic withdrawal test

Did a parasitic withdrawal test on a 2002 GT MUSTANG an it reads 1.88 amps an than drops down to 0.33 amps after a few seconds... I pulled the #40 fuse which operates the PCM an instrument cluster an the voltage droped to 0.. Is this normal?/ what should I do next??
