spring mod list...
After realizing how tight my budget really is I have decided the best route-
here is my mod list for the spring;
dual exhaust cut outs - improved flow, more mid-top end
FRPP 4.10 gears - greater launch off the line, tighter gearing for better acceleration
Steeda full race delete plates - better flow, more mid-top end
Bama 91 oct. race tune - more power overall
may or may not get under-drive pullies, depends if I do swap out the subs or not.
I was planning on getting a precision industries multi-disc torque converter but after thinking about the price/installation ($2k) vs performance reward, I think I'd rather just get a few mods here and there to make up for it for half the cost.
Pretty confident it should get me into the 12.8/12.9 sec range.

no LT headers or driveshaft just yet. My goal is to essentially increase as much power and free up flow at WOT as possible without overmodding the car or spending too much money on parts I don't really need just yet.

12.8? - don't be disappointed if you don't get there with those mods. Maybe if you are a very experienced driver and have drag radials. Best I could do with lousy tires, inexperience on the strip, intake and brenspeed tune, 4.10s was 13.7 (first and only time at a drag strip).

I pulled a few 13.4s and a handful of 13.5s with a puppy dog launch and 2.0 60 ft.

Pretty sure I could have pulled a 13.2 but I just got the car in February (went to the track in Mayish) and I was still kinda up in the clouds in how to launch just right.
The reason I think I can pull such good times is because of the track not so much of the car lol.

Skip 'em unless you just want the sound. You won't find any power here at any range.
All true, but do some testing at the track with your current gears and crunch the numbers to make sure these will be the optimal gears to put you through the trap at the high end of 4th. You don't want to be shifting into 5th gear if you don't have to.
I'd go the cheapest route with delete plates. They all perform comparably. You'll lose a little bit of bottom end torque, but with a good tune, it'll be worth it.
Has Doug resolved his "issues"? Nothing against him, but if not, you might want to go with Brenspeed instead.
I've never used U/D pullies. I always get the itch for boost before I make it that far. 
Don't write off that torque converter yet. If you crossed most of those items off of your list and just went with a premium octane fuel and a good torque converter, you could easily scratch 12s with practice. I nailed an easy 12.8 with a brenspeed tune and sticky tires long before I got boosted.
One more thing. Tires are absolutely the most essential mod for the track.

The stock exhaust on the S197 flows exceptionally well for naturally aspirated applications. At his power level, the only HP increase you'd see from long tubes would be a result of the tune more than the headers themselves.
