You might want to check out the CAI/Tune packages from Brenspeed or American Muscle/Bama. They are the two top rated tune writers around these parts.
If you have a manual, you just need to use the tuner to adjust the gear ratio. IF you have an auto, you need an updated tune to change the shift points.

From: PA to KY ('07) to IL ('09) to MS ('10) to FL ('11)
+1 on AM or Brenspeed. Don't be as concerned about the handheld as you are about who writes the tunes.
And the handheld should allow you to adjust for gear chnages and tire OD changes.
