12 psi won't do much unless he can't hook

If you have an intercooler run the boost to 18 and bump the timing and put 94 or higher octane

At 12 psi you will only be in the mid 15's or so. I would certainly hope that he would be faster than that with that huge motor. Only chance I think you have is to go for broke. Race gas + 16* timing + ~20 psi (assuming an IC here). Full downpipe and exaust on your car would do it wonders...

Umm, it depends on the computer, knock sensor, size/efficentcie of the FMIC, etc. But I've run 87 with 15psi and 13* of timing, but I'm running a PK computer (rich fuel map) and the knock sensor

On 93 I run 20 psi and 12* of timing.Doesn't mean too much, but no audible knock.

ive run it up to 21 with 93 octane no ping and i think ive got about .5:1 more compression than a turbo motor. ive set it at 18 for extended periods and had no problems other than intercooler piping after letting off the throttle from full boost. do you know what kind of tires he has? if it's anything better than a street tire i just don't see this ending well no matter how much boost you use (within reason).
