Suggest you start by running a KOEO/KOER self-test, and check what the EEC-IV has to say. I know you say you did everyting right, but a couple of details to check:

- Did you remove the vacuum line from the MAP?
- Did you do the thermactor pump pins move in the ECM connector?

Let us know what codes you get. GL

KOEO code 95.....you already know.

12: Cannot control RPM during ER Self-Test high RPM check
Suggest you do the base idle/TPS calibration first and re-test. If the problem continues to show up, there could be a problem with the IAC.

21: ECT out of self test range 0.3 to 3.7 volts.
This one could have showed up because engine temp was below 185°F when the self-test was run. Need to make sure engine is up to op temp.

41: No HEGO switching detected always lean (right side) + 91: No HEGO switching detected always lean (left side)
Check and make sure the O2's ground wire is hooked up and no contact problems are there, check continuity to ground from pin 49 at the ECM connector, ECM disconnected...if you get anything over 5 ohms, need to check for an open or a contact problem. If these codes show up after doing the TPS/idle setting.......more tests would be required. GL
