I'm gonna go out on a limb here and say DONT use wd-40. It just doesn't seem like a good idea to me. Carb cleaner is like 4 bucks, and will get the job done. You definitely need to get the spout connecter back in, without it your computer won't advance your spark, and your car will supposedly run like garbage. BTW, does anyone have a picture of the spout connecter?

I cleaned it with some carb cleaner I didnt notice much of a difference. When I get to work tonight I'll pull it and clean it again and try to manually work the valve with the carb cleaner. If not a new one will run me 60 bucks. As for the Spout connector, I may have been wrong about the spout connector I have a connector plugged into my distributor and comming right off that wire bundle a smaller connector is just hanging. It has a terminal cover that you can pull off and expose some terminals and there looks like a place on the distributor that it could plug into that is covered by a little metal plate and held in place with a screw. If we need a picture I can post one tomorrow but I have to hop in the shower for work.
