basically, your AIR pump injects oxygen into the exhaust to reduce hydrocarbons. this creates an oxygen rich air that helps combust the unburned hydrocarbons. Living in california, you wouldnt be able to pass an emissions test with it off the car. california is way to strict on this, so i think you're out of luck. sorry
i've heard you will not pass smog without it. i'm from illinois tho. you might see a couple horsepower gain from bypassing it with a shortbelt. i removed my pump and all of the components, because i like the cleaner engine bay without all that.
It is possible to pass the "sniffer"\tailpipe test without a smog pump, (5.0's have been known to run clean enough without 'em), but out here in California you absolutely would fail the "visual" part of the test. The smog tech is required to visually confirm all smog equiptment is in it's proper location.
FYI, i smogged my car 2 days ago. He kinda looked in the engine compartment & really didn't seem to care all that much about the "visual" part.... He seemed to only care about what was comming out the tailpipes...... Of course this guy is going to continue getting my buisness....
