Anyone else had a problem like this? I really need to get this thing inspected, i got a ticket for no inspection two days ago. Please help. Thanks in advance

The bulb works, i mean the lights are on front and back. Where is the flasher located?

sounds like low blinker fluid. I'd change it and that should fix your problem.....

+1^

a flasher would be the only thing causing it not to blink. sometimes the hazards will still work even if the turn signals dont. i think i've even seen a few cases where the hazards are ran off a different flasher, just incase the other one goes out due to constantly using your blinkers. your flasher is under your dash somewhere. its a little silver deal with 2 or 3 male terminals sticking out of it

it looks like this

flux capacitor .... that's the name of the part you need. ask for it down at your local parts store.
