Default Computer re-programmer

Hello all, I am sure this has been asked 100 times but what is the best sysyem out there to program a computer in a mustang. I have a 1989 with a 351 windosr that is built to extreme and my stock 95 Cobra will eat it alive, I am convinced there is something in the computer of the 89' holding it back from its potential. Contact Hypertech or Superchips and see if they can't burn you a custom chip which they can do after you tell them all the mods you have made to the engine.

is there nothing/anything I can purchace to make my own mods? I have a 89 5.0 that I'm slowly building, adding stuff and so on. I don't want to have to run the car down the street to have others to do this, because I what to do it myself and learn. Seems like I can not get a straight answer on this. I do have EASE Diag. pass thru to diag. OBDII troubles, but not modify. I can buy the kit from EASE to plug into the 89 to read, but not modify.
Who builds a plug-in device that can plug in to the OBDI port and modify the current running program from a laptop or hand held pendent.
Or will I need to replace the engine module with some after market set up?
