the best way for low cost. is get a good intake and all the suporting mods, then get a s/c run 8psi and you be like 350hp. if you want more crank the boost up.

I had a 430 HP 302. No power adders.
Cost somewhat more than $6500 when it was built about 7-8 years ago. This also was NOT a street engine. Race only.
Didn't really last that either.
I really don't see how you are going to get your 400HP without some sort of a supercharger........

And no disrespect Steve, but 400 hp NA 302 for $1100, really isn't possible. Unless your starting with a built 302 with 395 hp.
