EEC IV problems

EEC IV problems
I have recently aquired an 89' LX 5.0 5spd, and the dreaded CEL is on. I bought a code scanner, but it won't communicate with the computer. I tried to ground the single wire connector, and the computor wouldn't self diagnose. Is the EEC fried?
Also, where is the fuse box on this car?
