Default Failed Emissions Help!

I just was wondering about a longtube headers w-a 2 cat h-pipe on my 92 gt. It is heavily modified and I went to get emissions test on it and it passed the tailpipe test. But the inspector failed me because he said that my car has only 2 cats. He told me to go to the state and get it certified and he will pass me. But I dont want to get a fine for emissions tampering when I go. Is this BS or have any of you had this problem? Any help would greatly be appreciated.

Hmmm.... I always thought that as long as you passed it doesnt matter how many cats you have. I remember my boy tellin me that people on the bmw forum he goes on run NO cats and still pass emissions. Dont know how legit that is but thats the word on the streets lol

Just passed Delaware emmisions with BBK High flow 2 cats X pipe. I had in 1 category 117 when limit is 220, the2nd only .04 when limit is 1.20, My headers are old as ****, all bolt ons , I was suprised. I bought the BBK X-pipe just for this because i had off road H-pipe

I would just run it through again. the dick at DMV was probably some chevy ***. The next guy might let you through, especially the recheck lane.
