Default Distributor problems

hi im a new member and i recently bought a 1988 mustang gt its has a little bit of work done to it, GT40 heads cobra intake E or B 303 cam im not sure it has a real rough idle, so the guy that built the motor said he kept the timing at 20 degrees advanced and i checked it today and it was at 0 so i figures i would go and advance it so i loosen the bolt that hold the color that keeps the distributor tight and i can not move the distributor at all its as if it is seezed it did sit outside for a while. What can i do to fix this it runs like crap with the timing set at 0. thanks!

Its common for them to stick if they have been turned in forever

Maybe spray some WD40 on there and let it set over nite
and keep gently but firmly trying to get it to move.

Remember to turn it with spout out, 10* BTDC with spout out is factroy setting
most people try and get it up to 14-16* spout out.
