engine tarnish/deterioration

Default engine tarnish/deterioration

I've acquired a 92 Mustang where the mechanical parts are fine under the hoodbut the plenum, s/c, etc, has a cracked, deteroriating, rough, uneven,flaky finish. It's age I know but it can't be cleaned. Can I use a wire wheel to refinish the surfaces or must I replace them, (expensive).
Also the rubber and black vinyl on the air tube looks terrible. What can I do to get under the hood looking presentable again ?
