Default valve lifter problems

i was putting the lifters, rod and rockers back in and when i torqued them down to 20 ft lbs, i had a rocker that was still loose. i thought i had a bad cam lobe so i swapped lifters, rockers and rods from the other valve on the same cylinder to see if the looseness moved. it did, so i then swapped the pushrod to see if the slackness moved back, it didnt. so i thought i had a bad lifter so i bought a new lifter and rod and stuck it in. the rocker is still loose. im sure it isnt the lobe because like i said, i swapped another lifter rod and rocker from the other valve on the same cylinder in its place and the slackness moved to the other valve.i dont want to leave it loose because im sure that will cause cam lobe failure.[/align]
