Trust me it was just the elbow that was resricting the engine. I changed it out with a stiffer one a had and no more bogging. The air filter is new.

Makes perfect sense, rubber is degraded over time from flexing. When you consider that something like that has been bending & flexing a small amount over a 20 year period, that makes perfect sense why it would be weakened.
