If on the upper intake (Tick Flow Street Burner) it says the intake has a hole cut for a 75 MM TB, does that mean i should probably go ahead and get the 75mm or is it okay to use smaller?

it menas the bigest you can have is a 75. So yes you can use a smaller one.
