Temp gauge not working? Tachometer Problems?

Temp gauge not working? Tachometer Problems?
The temp gauge doesnt work at all ? And all other gauges except the tach work. Any ideas why ?
The tachometer seems to not go any lower then 3000 RPM's . For example ill start my car it will go from 0 to 3000 and stay there unless i give it some gas until the engine actually gets past 3000 RPM's then it works but then it goes back down to 3000 it wont go any lower. And the engine is definatly not idiling at 3000 RPM's. Any ideas on what is wrong and what i can do to fix it ? oh also if im idiling ,and if i turn on any accessorys like the wipers or the headlights the RPM goes down alittle.
