Headlights are easy, you can buy head light polish from Autozone or where ever you go for parts. You just rub it on and rub it off like any other polish. It made a huge difference, by I went a bit further with it and used a dremmel tool to cut off the little nubs and the writing in the corners that stick off, then I wet sanded the hole lense a bunch and polished the hole thing with head light polish using a buffer.

Tail lights were more difficult, for me at least, I have the louvered Gt tail lights so I just called eff it on that and bought some spray on tint and smoked my tails lol.

Use some good rubbing compound and a buffer or elbow grease and polish away. If the scratches are too deep you can wet sand them as said above. I just wouldnt use anything rougher than 2000 grit.
