Default need help

i just got this 91 mustang gt. originally it was an automatic car but sometime before i purchased it someone made it a stick shift. i don't know what they were thinking but the put a 4 speed in it instead of a 5 speed. i have a problem with it though because the car wont shift when you push in the clutch and the car is on. But while its off you can put it in any gear. i checked the clutch and its fine, so is the fly wheel and the tranny is to. my only guess is that the clutch cable maybe incorrect or the pressure plate is bad.

any guess what it is?

TOB, clutch fork, or cable.

For some reason, it is not fully releasing the clutch. Obviously for one of the reasons mentioned above.
